Government & AI represents one of the most consequential and contested domains of AI deployment. From military intelligence and battlefield decision-making to public service delivery and regulatory enforcement, governments worldwide are racing to integrate AI into core functions—raising profound questions about power, accountability, and the relationship between technology companies and the state.
Palantir has emerged as the paradigmatic government AI company. Founded in 2003 with CIA backing through In-Q-Tel, Palantir's platforms—Gotham (intelligence/defense), Foundry (commercial), and AIP (AI Platform)—have become infrastructure for Western military and intelligence operations. AIP layers LLM capabilities on top of Palantir's data integration platform, allowing military operators to query complex intelligence data in natural language, generate operational plans, and coordinate responses across data sources. The scale of government dependence on Palantir is staggering: the company secured a $10 billion U.S. Army enterprise agreement in August 2025, followed by a $1 billion DHS contract in February 2026, and a Navy "ShipOS" contract in late 2025. With projected 2026 revenue of $7.18–$7.20 billion (over 60% growth year-over-year), Palantir is arguably the most important AI company in Western defense.
The tension between AI safety research and government defense work exploded into public view in early 2026 when Anthropic—a company founded on principles of AI safety and Constitutional AI—was deemed a "national security threat" by defense officials. Palantir was reportedly ordered to stop using Anthropic's Claude in Pentagon contracts and rebuild classified defense workflows with alternative models. The episode crystallized a fundamental fracture in AI policy: companies that build the most capable AI systems may face pressure to support defense applications, while simultaneously facing backlash from safety researchers who argue that military AI work contradicts safety-first principles. The debate reflects an irreconcilable tension—some believe engagement with defense is necessary to ensure responsible deployment, while others view it as legitimizing AI militarization.
China's approach to government AI represents a fundamentally different model—military-civil fusion, where the boundary between commercial AI development and state defense applications is deliberately blurred. Companies like SenseTime, iFlytek, and Huawei develop AI technologies that serve both consumer and government surveillance markets. This has created a geopolitical AI race where US export controls on AI chips and semiconductor equipment are explicitly aimed at limiting Chinese military AI capabilities—though in April 2025, the Trump administration briefly stopped all GPU shipments to China before relaxing restrictions.
Beyond defense, governments are deploying AI across public services: fraud detection in tax and benefits systems, predictive analytics for public health, computer vision for infrastructure inspection, and NLP for citizen services. Estonia has integrated AI across most government services; Singapore's Smart Nation initiative uses AI for urban planning and resource management. These deployments raise their own concerns—algorithmic bias in benefits adjudication, surveillance creep in smart city systems, and the risk of over-reliance on opaque AI systems for decisions that affect citizens' lives.
The government AI landscape is ultimately shaped by a fundamental question: who builds the AI that governments use, and what accountability structures exist when that AI makes consequential decisions? As AI becomes embedded in military command, intelligence analysis, law enforcement, and public services, the relationship between technology companies and state power becomes one of the defining issues of the era.
